TOWER HAMLETS WHEELERS Monthly Meeting Minutes Wednesday, 11 December 2013 7.30pm Held at St Margaret's House, 21 Old Ford Road. Workshop Next one is on 21 December. Need to sort out picking up tools. Have invited Tower Hamlets Safer Transport Team to come along to Jan or Feb's edition to give out bike security advice. 2. Cycle Superhighway 2 Summit report Held by John Biggs AM on Thursday, 28 November at City Hall attended by several Wheelers. Andrew Gilligan announced that his team are working on 3 proposals to upgrade CS2: Opt 1: Semi segregation using bus lanes and some full segregation. Timescale: 6-7 months Opt 2: Full segregation outside carriageway (think CS2X) requires 2.1km reduced pavements and felling of mature trees. Timescale: Early 2015 Opt 3: Two-way segregated track in the centre of road, eliminates Bow roundabout by using centre of flyover. Timescale: Unknown All three options include "signalised cycle junctions" at the 5 major junctions including a "dedicated cycle movement" phase. John Biggs has subsequently written a letter to Mayor of London giving a summary of the summit and the points made/requested by audience. Also TfL's Quietways scheme to be announced next week. Parallel route to CS2 winds along roads north of Whitechapel Road/Mile End Road - basically the same cycle route that's always been there. All agreed this particular Quietway will be a distraction to the main issue of the CS2 upgrade. ACTION: Alex to email John Biggs to thank for support. 3. Bow roundabout/IRG issues Gerry raises issues she's found between THW, LCC and Living Streets views on "our" proposals for Bow roundabout e.g. toucans (shared space worries). Also the issue of whether removal of the flyover would also be a demand is still not resolved. It seems some argue the solution would always be to assume flyover would be there. These issues have been raised by Gerry at the LCC Infrastructure Review Group's (IRG) (previously Junction Review Group) recent meeting and on its email group. Gerry asked for support for continuing on with this issue and with her being the IRG rep - all agreed that they support Gerry as THW's rep on LCC's IRG. ACTION: Owen to email IRG chairs/LCC to confirm support of Gerry as our rep. ACTION: Gerry to write up remedial list to be sent to TfL/LBTH to improve the current facilities. 4. LCC Borough Group Forum report Held on Thursday, 28 November at the LCC office, Owen attended. 1. Local elections campaign - LCC compiling. List of councillor candidates to LCC if known. - Survey being sent to all members and all email supporters. Deadline for completion is 12 Dec. - Forward survey to residents associations? Neighbourhood forums? - survey results delivered just before Christmas or first week of Jan. February's meeting to be used to discuss ward asks between THW LCC members. 2. Campaign organisers 80 volunteers have come forward from all but 7 boroughs. List of volunteers to be sent to borough groups early next week. Form team with one in contact with LCC. 3. Campaign organisers workshop To be held on 18th January - one space per borough. Attendee/organiser distributes the info given out to other campaign volunteers. An activists planning pack will also be distributed. Aim is to engage candidates so they fully understand cycling issues and possible solutions. 4. Policy Forum elections Will take place in January. It was recommended to go along to the forum's quarterly meetings - LCC members can attend to observe. 5. Council elections 2014 - LCC Space4Cycling campaign In response to LCC's request, six volunteers have come forward to help run this in Tower Hamlets. Owen liaising with them. Proposed that February's meeting be used to discuss the "ward asks" that will result from the LCC campaign survey. ACTION: Owen to attend meeting with new volunteers. 5. Traffic scheme consultations - Two-way cycling on one-way streets LBTH have contracted out a consultation to assess how many one-way streets can be easily converted to two-way cycling. This is initially concentrated on the north west corner of the borough fitting in with feeder routes into the soon to be publish "new" Central London Grid routes. ACTION: Gerry to visit the consultant on Friday to get more info. - Derbyshire Street contraflow scheme update ACTION: Gerry/Owen to ask council officer Gary if we can see the final plans and what the timescale is. - Lichfield Road/Grove Road cycle cut-through ACTION: Owen to follow up with Cllr Peck and LBTH. - Castlemain Road closure Crossrail works - Keith reports it is now open. ACTION: None. 6. LBTH Emergency Motion on Cycle Safety At the LBTH council meeting on 27 November an "Emergency Motion on Cycle Safety" was resolved: - To call on the Mayor of London to attend tomorrow's CS2 Safety Summit to hear the concerns of local residents. - To support the proposals resulting from John Biggs' consultations with residents and cyclists at the CS2 Safety Summit and to write to the Mayor of London in support of that work. - To call on the Mayor of Tower Hamlets to fully review the Bethnal Green cycle route project and the Cable Street cycle lane and to report back to Council on what went wrong. - To support the London Cycling Campaign's Safer Lorries Campaign and to strongly encourage contractors used by the Council to meet its Safer Lorries conditions. ACTION: Owen to contact Cllr Harun Miah to find out specific concerns about Cable Street cycle track. 7. AOB Olawale and Gerry attended the recent Hackney Cyclists planning meeting. Attendees invited to highlight issues on large scale maps. A model for our February "ward asks" meeting? New Year social - film showing at the town hall. Suggested to hold on workshop day, 21 January.
